THOMAS A. RICE is an attorney in the municipal law, special districts, and labor and employment practice groups of Best Best & Krieger LLP. His practice involves city attorney and general counsel services. Mr. Rice provides legal services to cities, special districts, and private clients across Southern California and is well versed in issues involving homeless individuals, sex offender regulation, animal services, the Brown Act, conflict of interest laws, and land use and planning laws. He earned his B.A. degree and master’s degree from Newcastle University; and his J.D. degree, summa cum laude, from the University of Illinois College of Law. During his legal education, Mr. Rice was honored with induction into the Order of the Coif. Prior to joining BB&K, he interned for the County of Riverside Office of Legal Counsel, where he worked on numerous code enforcement cases. Mr. Rice is admitted to practice law in all California state courts and in the United States District Court for the Central District of California. He is also a LEED (leadership in energy and environmental design) accredited professional. Mr. Rice serves as a board member for the Community Action Partnership of San Bernardino County and is president of the Foundation of Grand Terrace.
NANCY STUBBS is a paralegal in the municipal law practice group of Best Best & Krieger LLP. She has more than 18 years of paralegal experience working with public agencies in California. Ms. Stubbs assists the city attorneys for the cities of Arcadia, Azusa, Big Bear Lake, Claremont, Colton, Indian Wells and San Juan Capistrano. She also works with attorneys who serve special districts and other public agency clients. Ms. Stubbs' paralegal work focuses on the California Public Records Act. In conjunction with attorneys at Best Best & Krieger LLP, she regularly assists public agency clients with records request responses, answers questions regarding disclosure of public records and prepares administrative policies on responding to Public Records Act requests. Ms. Stubbs provides in-house training on the Public Records Act for the firm’s public agency clients and has presented workshops and seminars for the League of California Cities, the California Chapter of the American Planning Association, the Southern California Association of Law Libraries, the California Association of Local Agency Formation Commissions, the Orange County City Clerks Association, and the Southern California City Clerks Association. She also works with Best Best & Krieger LLP attorneys to assist public agency clients with records retention issues, including records retention policies and schedules. Ms. Stubbs regularly prepares ordinances, resolutions, agenda reports and other documents used by public agency clients. She earned her bachelor's degree from Brigham Young University and her paralegal certificate from the University of California, Riverside.
