JAMES R. FENCHEL II is a certified elder law attorney (CELA) through the National Elder Law Foundation. He is the managing partner of Fenchel Law Offices, a firm with locations in both Allegheny and Beaver counties. The firm is a general practice firm with a strong focus on elder law issues. Mr. Fenchel's practice includes estate planning, estate administration, incapacity work, and Medicaid planning. The firm also is one of the few in Western Pennsylvania which employs a geriatric care manager as part of their staff. Mr. Fenchel is a member of NAELA and has lectured numerous times on elder law issues. He graduated, magna cum laude, from Washington & Jefferson College and earned his J.D. degree from The University of Pittsburgh School of Law.
RACHEL A. KABB-EFFRON is the owner of The Kabb Law Firm, in Beachwood, Ohio, where she specializes in elder law. Ms. Kabb-Effron is a certified elder law attorney by the National Elder Law Foundation and is recognized as a specialist by the Ohio State Bar Association. She is a VA accredited attorney and licensed to practice before the Court of Veterans Claims. She has more than 18 years of experience in representing elderly and disabled clients on eligibility issues involving Medicaid and other public assistance programs. Ms. Kabb-Effron has been practicing life care planning since 2006 and is currently on the Board of the Life Care Planning Law Firms Association and has served as the president, vice president and treasurer. She is the a past-president of the Ohio Chapter of the National Academy of Elder Law Attorneys and has been an active member of the National Academy of Elder Law Attorneys on numerous national committees. Ms. Kabb-Effron is a member of the Ohio State and Cleveland Metropolitan bar associations. She is a frequent speaker for other professional and community groups on elder law issues. Ms. Kabb-Effron earned her B.A. degree, with honors, from the University of Cincinnati; and her J.D. degree, cum laude, from the Cleveland-Marshall College of Law.
